EXECUTIVE SUMMARY
Leutrell M. Osborne, Sr. is an inspirational leader and recognized as a national and international security expert, who was hired by the Central Intelligence Agency (CIA) for over 26 years. He has distinguished himself as a Counter Intelligence (CI) expert who has supervised CIA agents and assets in over 30 countries and traveled to more than 100 foreign cities in over five different continents. Mr. Osborne was the first African American CIA Case Officer (C/O) to desegregate the management in two different CIA entities: the CIA’s Near East Asian (NEA) Division in l982 and the Office of Communication Security Division (COMSEC) in l976. As the CIA’s tenth African American Case Officer, he was the only Case Officer in the history of CIA to also serve more than six years also as a CIA Communications Security (COMSEC) officer after becoming a Clandestine CO).
Mr. Osborne continues to perform as is an inspirational leader and transformation agent, now leading a consulting and staffing company, Leutrell Osborne Group (LOG).
PROFESSIONAL EXPERIENCE
2005-Present: Mr. Osborne founded and currently leads LOG.
1994-2005: Paragon Asset Management Company (PAMCO) Mr. Osborne founded Paragon Asset Management Company (PAMCO) after retirement from the Federal Government. He merged PAMCO with Paragon Financial Service Centers while he provided consulting services that enabled companies to seek and obtain government contracts. Mr. Osborne moved onto consolidate his consulting activities into Paragon Security Agency (PSA). At PSA he serves as the chief security planner for the firm enabling PSA to develop projects for clients. These projects consist of system and process improvement, security and related consulting activities especially providing key promotional and public relations services.
As a veteran Counter Intelligence Officer as well as a counter terrorist expert, Mr. Osborne used his core competencies in information assurance (IA) and business counter measures. On the day after 9/11, he appeared on national television with a congressional representative to explain events following our national tragedy. Mr. Osborne structured strong leadership and consulting services for Paragon providing safety, health and security services for countering terrorism.
During 2007, he founded the PSA for the purpose of supporting clients in identifying, analyzing and neutralizing potential business threats.
2003-2005: CEO Paragon Financial Service Centers, LLC. (Paragon) Mr. Osborne and other Paragon consultants created an audit template to examine preemptively areas that local governments might focus on during its audit. Simply put, his clients use a list of steps to assess business threats and business vulnerabilities.
Under Mr. Osborne’s leadership, Paragon provided “Train the Trainer” courses required for federal compliance for companies who request it. Clients of Paragon include both for profit and not-for-profit companies.
Mr. Osborne served as the Executive Director of Solid Rock Community Development Corporation which affords Paragon the opportunity to provide small business advocacy and support to the Minority Summit, a national trade organization. Paragon has several Strategic Alliances Partners that enable Paragon and Solid Rock to provide executive coaching focused business re-engineering especially for customers who market to the Federal Government.
1989-1994: Office of Small and Disadvantaged Business Utilization, Office of Personnel Management (OPM)--Director
The OPM hired Mr. Osborne for his last five years in federal service until l994 when he retired and began operating his own companies. From 1989-1994, he served OPM as the Director OSDBU performing small business advocacy services, overseeing programs of the Small Business Administration (SBA). During that time, he served one year as the chair of the federal small business council coordinating the SBA programs between agencies and departments.
1984-1989: Osborne & Associates (O&A)--Senior Consultant
Mr. Osborne served as the Security and Marketing Director in an armored car company enterprise in Maryland, utilizing the security skills he acquired while working with the Federal Government. He developed and directed a total industrial security program for that client and coordinated company activities with Maryland and county law enforcement officials.
As the lead consultant at Osborne & Associates, Mr. Osborne demonstrated flexibility in leadership while encouraging direct communication between client and company. Mr. Osborne planned and automated international procedures for directing real estate rehabilitation, financial management, and property asset leveraging programs. With leadership, he developed administrative and marketing programs for businesses public and private, facilitated the opening of 8(a) contract opportunities in engineering and security services while assisting small business enterprises with organizational development and training.
1957-1984: Central Intelligence Agency (CIA)--Case Officer
Mr. Osborne is the only Clandestine Service Officer in the history of CIA who also served six years in Communications Security (COMSEC) after he was a Case Officer. This significant assignment enabled him to perform change management while he performed security, safety and health assignments in the U.S. and abroad. As a CIA Case Officer, Mr. Osborne achieved exceptional experience as a Counter Intelligence Officer while performing counter terrorists assignments against Latin American, Arab, and Muslim nationals.
The CIA assigned him to the Communications Security (ComSec) Division after he became a Case Officer where he lead quality teams that re-invented processes improving intelligence collection, support and production in the Agency and the intelligence community.
EDUCATION
Mr. Osborne is a native of Washington D.C. He attended local public schools and is a 1971 graduate of The American University with a major in Political Science with Honors in Political Science. In 1970, he graduated from the CIA Career Training Program (CTP).

For over 15 years, I served as the Social Justice Chair for the Parish Council at Nativity Parish, Washington DC where I lead meeting and did presentations at least once a month to the parish.
